The holders are hanging on awaiting the news of sales orders. I can understand their game plan & am more positive than not that they will get this news very shortly. (and will be well rewarded - short term) I will buy when that news comes, likely at a high premium. But until then I'll be stalking CDY for more short term trading opportunities. It appears there is a relatively regular trading range set at the moment.
