Here's a thought on one way (of many possible ways) these tests could be part of a broader testing regime:

You go to your health provider with symptoms (WINTER IS COMING) and do a finger-prick test. If it comes back positive, job done. If it is negative, the provider, having shown you how to conduct the test properly, sends you away with another kit to test yourself with at home a week or two later - after you have signed paperwork etc indicating your understanding of how the tests work and what they mean, and your obligation to report results to the relevant data collector.
