The initial "quantitative measurements" on efficacy would definitely not involve a POCT test. However as for everything and everyone afterwards, I think that's exactly what governments would use.

There is zero possibility and practicality that governments would test each and every citizen under strict laboratory settings, because it would not be economical and it would take decades if not centuries.

That's where POCT tests come in.
