You are absolutely right about the Government backing being crucial, but it is one crucial step before the next big one which is to determine the pathway to funding the mines. Having said that, the market has not attributed that important step forward into the SP.... go figure.

It's a bit like what happened to AVZ back in 2020 when that company got a lot of backing from the DRC government for their project there. The market barely reacted to that development, some even labelled it a non-event. In hindsight, though, I reckon that was the turning point in the fortunes of that company.
