Market reaction for mine is going to be a trade-off between avoiding the fine, and holding back growth.
As the market dislikes uncertainty, I suspect holding back growth and lack of total resolution will win the day, which means it trades south.
Broad fundamentals haven't changed. Will be a good time to top up again!
