Possible explanations,
1. People reading "nil % growth cap" as "no cap".
2. People reacting to no change in guidance from a month ago.
3. Market expectations of harsher cap or fines or remediation work, that haven't eventuated.
4. Shitcos and stonks pump farken....
Honestly....explanations are baffling to me.
