This is a completely out of left field suggestion (so bear with me), but I was thinking if they have to put so much effort into a suitable anchoring system, why not just do a large controlled scuttle of a redundant ship frame, whereby it's sheer mass ensures it wont move off the sea floor. It could be retrofitted with all the electrics beforehand so you can set up your power generation easily enough, plus you could be at the same time creating a permanent eco-friendly environment for marine life.
With a larger frame, a three way tether could be incorporated on the main deck too if that proves in time to generate more power efficiently, and once the system is starting to be affected by the saline conditions, you just disconnect, leave the frame there and do it all over again in another location.
