Big Un and Getswift are two examples in recent memory where the fraud was blatant - probably bigger than what's being alleged with CTT - and none of the characters involved were jailed. Getswift's directors paid something like a million dollar fine, which would probably be small bickies for them. In Big Un's case they were booking sales revenue even when the customers said "no we don't want to purchase your service". Can you imagine if CTT reported selling 1000's of Balenciaga coats worth millions of dollars, when the supposed customers of those coats only took a look and never actually went through with the purchase? That's the kind of fraud Big Un were pulling off.
I think you'll find ASIC are quite toothless when it comes to prosecuting misconduct, and then you quickly realise it's really a case of 'caveat emptor' or buyers beware when it comes to investing in stocks.
