"Look at the quarter cent increments a few select brokers are able to place"
that is an issue with your broker, not ASIC or the ASX. If you want to spend <$10 or less with Commsec, superhero, selfwealth etc they aren't going to waste their resources in placing their orders in the dark. But if you think they should, then you should ask them why they aren't doing so. Otherwise spend the big bucks on a broker that will.
