I think your opinion on Chinese interest is on the money r0tiNeK . I was there last year and came away awestruck at their ability to overcome the most challenging engineering feats. I've read a few "localised" blogs on their political situation and it's obvious that the Party has a constant conflict with a restless population , and the need to be seen to be spreading the wealth . You don't need to move too far away from the Ultra-modern cities....in many cases , the CBD to get a sense of the problem ! I'm sure decentralised power is on someone's agenda overthere , particularly given that the new Chief is keen to redress the imbalance in the regions . Bringing Energy to small communities would be an enormous step forward .
