re: Ann: Chairman's Address and Results o... I'm guessing you read Snicks summary, I wouldn't read too much into the semantics of the wording of the Chairman's address.
They are obviously pursuing a couple of JV partners who are interested and if they are unable to get one on terms they are happy with they will reduce costs to preserve capital until market conditions improve.
It was stated without condition that the mine will be developed, but you're right MNC wont deliver it alone - that's why they want the JV partner.
The only reason to buy now is if you believe they will sign up a JV partner in the near future.
