RC's attached letter is most interesting.
Appears he was having trouble doing his job while SOA was on:-

"Now that I have no longer been distracted by the SOA"

And not sure what has happened to the doom and gloom and dire warnings if SOA rejected. Now appears decidedly positive??   :-
