I think that the point to focus on is that mineralisation comes all the way through to surface. The 'gossan' while focused on a number of properties (including sulphides which are important with copper) is on some level saying, "we have this evidence of ore, weathered , and at surface.".
All of which means it is there, we have 'at surface evidence' and there is no expensive removal of waste involved to dig it up.
