If WAPRC directly acquires SDL for $29 million, it may happen since it has hard evidence i.e, Nabeba Congo permit for 20 years (feasibility studies had been done) and WAPRC may have no problem to obtain China NDRC approval to acquire SDL for $29 million because the project in Nabeba Congo is REAL.

However, $100 million will be remitted to ANS in which $71 million is allocated for Oakajee or other projects. How will WAPRC convince China NDRC for the $71 million?
