Could it be the weather delays are greater than is obvious. ie when they were forced to abandon the ramp up due to the first Hurricane they decided it would be pointless to try again and again, having to abandon each time a hurricane came along (for cost reasons) when there was evidence more hurricanes brewing off the Caribbean, so decided to wait for a clear path through (end of hurricane season) to complete the ramp up.
The assumption here is they would need to start the process from scratch each time, I have zero experience in commissioning oil wells.
