I don't disagree with the comments on what the asset has contributed, cost, time, frustration with few wins.

The other stuff is less straight forward, you could be cut and dried about it as you have stated but the challenge in places like this is meeting with stakeholders doesn't necessarily translate to progress, goal posts shift with time (a great example which I expect is contributing is the recent increased ESG focus). When your key issues are water abstraction and disposal in a reasonably high quality farming environment and these sorts of changes are going on around you your ability to understand, resolve and progress issues is difficult as it's less driven by meeting concrete standards and more about managing individual interests and politics.
