it was not so much as an encouragement to vote "Yes", but more of an exhortation to just VOTE !
it read to me that he simply wants ALL s/h to vote, because, if the apathetic do not vote, then the "noisy minority" will hold a disproportionate sway!
the "No's" must have them worried.
