There has been a few estimates of the project costings released. I'm not privy to what budget number there are measuring against, but suffice to say if the company states they are $16M under budget thats good enough by me.

For you to suggest there's been some measure of "Creative Accounting" as you wrote is pretty stupid really.
With all your supposed experience and knowledge running business to state that in reference to what was released is an outright slur on the company and the accounting staff managing the project.
Now you tell me how you'd react to such a statement if you were the companies group accountant. You might want to reconsider what you wrote.
