The "tender" and the $16 Mill saving we talk of was for SHIFTING DIRT by CDU with its own plant it was done "in house" it was
NEVER a REAL tender! Who else provided a price for the
initial earthworks! the answer is NO ONE it was done in house.
As I said before WM could have said we saved $3o mill and we would be no wiser.
