That is exactly what I have said in one of my posts. The cheapest tenderer is not always the one that is successful.
Hence why I also made a mention to the the hard slog after the tenders closed, in trying to decifer through which is the best and most advantageous tender that will be determine to be the successful one. The reading and sifting through the fine lines, and the sorting out for possible loopholes, is what is very important for the end costs figures, and the best result for the company.
Not an easy process let me tell you. You can spend hours and hours and even days doing it. And if you are uncertain of certain things, you may end up having to ask for clarifications from the tenderers.
