The extent of site and civil works being carried out at
Rocklands is not only massive but diverse in nature.
From experience there maybe a variety of contracts that
have been let all of which would have been tendered for,
that is a given.
Some of the "packages" are specialised and require speciallised equipment including graders,rollers,compactors etc for the construction of roads, drainage systems and platforms for future construction of the plant and associated infrastructure including office buildings, storage sheds and the like. I will not expand on the "tender process" but lets just say that the deals were done and the price locked in at least 6 months ago.
For MANY MONTHS CDU have given us many updates [with lots of
pretty pictures] of the CDU owned plant shifting dirt on
site we have also been told how cost effective it is to own
our own equipment.
Now lets assume that CDU are responsible for the non specialised works in other words removal of the overburden
and other preliminary site works to assist the other contractors ,these works were in house and were NOT TENDERED
for,what would be the point especially when CDU have the
equipment and the personnel to shift the dirt.
The recent Ann re the $16Mill "saving" was related to a lower cost [to shift the dirt] than was expected and possibly budgeted for"in house",for CDU to state that they
SAVED $16Mill is a rather interesting way of putting it.
I ask again WHAT WAS THE BUDGET?
Roh now that I have spelt it out for you which bit is wrong?
