OSH and red tape are the hold ups these days, can't just slap some dynamite to a rock face these days, well that and crap management for many years but shareholders took action on that a couple of years ago and triggered a mass exodus of board/management. As with anyone coming in to fix someone elses colossal mess it can take a bit of time so sort things out and put the right people in place, but i think they are finally getting there. The red tape from the last decade is still there, this new management team is making some headway but proactive people in management and fresh faith from embattled shareholders doesn't mean that the mining is going to happen over night. It takes time. Patience.
