They're not, they're market makers, they buy what people sell and they sell what people buy. When the price moves in one direction it'll look like they're accumulating, but when the price moves in the other direction it'll look like they're dumping... but they're not, they're just sitting in the spread waiting for you and me to buy from them and sell to them.
