Have had a look at the FIRB website. Not easy to work out exactly what is required as far as notification and approval goes.

However if I have read correctly he would have had to seek approval years ago but I can't see where/if he has had to ask approval to increase holdings as per the creep provisions on the ASX.
To my reading the company would reach a threshold at ~$2.10 per share whereby he would need to notify if purchasing beyond that market cap.
So it's interesting to see Joe has moved in after the sp fall from the rise whenTwiggy was buying a blocking stake to give him majority control.

It's also interesting that he was 1000 shares purchased under the threshold of having to notify of the change of interest of substantial shareholder after his 1st September purchase. This would have taken him to only ~49% Must have done some searching for shares to buy for the next week or so and pounced with a purchase of ~5.8m shares on the 9th to bring him over the 50% ownership and the necessity to give notice of the change and effectively taking out any chance of possibility of control going to anyone else.

Make no mistake it's in Joes interest to keep this company cheap so he can add up to 6% each year until only Twiggy and he own. Bid up and keep this vampire from owning too much Australian land. Admittedly he's got to live long enough to achieve but who is his heirs and other minority holders of his companies?
