Simply because all native title claimants are represented by an Aboriginal Corporation and to try to bypass their representative body is like a red rag to a bull. With decades of experience and hundreds of heritage agreements - mines in operation and respectful relationships with the traditional owners and elders I can guarantee you don't go about things as a certain individual proposes if you want to succeed in Western Australia.
