Seen this before, not for the faint hearted. "rescue" placements at <0.1 cent prices, i.e. 0.0001 cents.
It's like bad casino game essentially until "they" the new sophisticated investors decide to move it. Buyers might not know what they are getting themselves into (thinking 0.1 cents is the lowest price, which it is not). Companies literally have no option but to re-capitalise with patient pump and .....dumpers (sophisticated holders). At the end of the day if the asset is good it might get jump started again, and likely consolidate by the 1000:1.

So the only way out of the situation is literally wait ...... wait for the corporate actions to take place, and average down if it makes sense.
Basically if you see any "new" top 20 holders / substantial holders, they won't be there for long, but they will make a splash to get a return of their capital.

If they fail to attach interest... pretty much delisting is the death knell.
