I think you need to review Table 1 on page 7 of your document.
The Post bid compulsory acquisition "s661A(1)" has different requirements from a General Compulsory Acquisition "s664A(3)". The main difference is the need for an Expert Report.
You will find that the Expert Report is unnecessary in this case.
This is all still highly improbable, as they need to get to 90% to achieve this.
