Could be that Public Storage use the current panic to slightly adjust their offer price. Don't think they can go below the 2.20 the others offered, but maybe 2.30?
They're looking at the long term so will see beyond the current news but lie everyone, don't want to overpay. The board might agree to a small reduction to get it across the line.
