    I agree.

    Debt has/is going to become much more expensive in the near term - this leaves COE very vulnerable and i think is as much of a problem as the inability to get Orbost to nameplate.

    I think this is already the strategy and perhaps why the OP3D strategy is now to only get Annie up and running.
