Morgan Stanley is majority owned by MuFG so any buys and sells done by MS on behalf of its funds needs to be then disclosed by MUFG..
MS is not really a short seller, it buys and sells mainly for its funds management and wealth business - which tallies to over USD$1.4TRILLION and USD$1.8TRILLION respectively...
