NVA already were a major SH of TNR, they have just increased their holding - I don't see that as a bad thing, the exact opposite in fact.
Board members and certain Senior mgt of both companies 'move in the same circles' if that's the way to describe it? - they are collaborators rather than hostile. CEO of NVA knows TNR's tenements, he worked in WA for many years with Newmont from memory.
To answer your Q - potentially, in my mind it would be a friendly TO, I have no idea at what price though...
