    It is strange the purchase of 40 million shares on 15 Feb was described as on-market purchase. I thought the shares were acquired off-market. Also, the notice alluded about voting rights still have not been acquired. Well, I have seen lots of substantial holding notices and I have not seen one that have reservations on the voting rights on newly bought shares.
