PER have just raised $13 million at a 40% discount to the last close price and 25% discount to the 30 day Vwap. They had $12 million in the bank already, but are approaching a readout for a potential approval phase 2b trial in DMD in December. No retail involvement.
Raising money for a biotech isnt as easy as some make out. There are some huge discounts being offered.
The market still doesnt like risk.
