Perhaps large holders want it that way to pick up more in applying for a portion of any of the rights not taken up.
That was one of my questions, but asked in a different way.
The feedback was along the lines the T3 were unlikely to do so at this stage, other than small top-up(s) to round out holding(s).
I guess we'll see in due course.
