    I was thinking the same thing...I think the creep provisions allow for up to 3%pa gain...and that in turn is limited to 1.5% per half year...at least that is what I recall being the case. Yet the announcement today appears to breach the second limitation. I'd be interested in people's further (and perhaps more informed) views.
