A Prime Brokerage a/c is a Margin Loan - Merrill Lynch Int (a wholly owned subsidiary of Bank of America)is financing this 'guy'(it could be a live being or a non-live entity?).
I'm reading it as he's trying to prop-up the share price(but could be easily wrong there).
Hopefully 'the guy' does know more than me as it could get ugly if he's forced to change sides - interest rates are cheap in the US so easier to finance.
