I may be stating to obvious here, but's let all keep in mind that BTU requires only _one more tick_ to get started. And that's DOC of course.
We have no idea how quickly (or not, as the case may be) DOC will take in reaching and announcing their decision.
I do know that the independent DOC report was finalised many months ago, so it could be quicker than we think.
