    As far as I can tell, "ICF" is one guy in Hong Kong. It's not a fund or an institution. ICF invested $10m and lost $8m. Now he has invested another $5m to try and win it all back. He has no board seats despite being by far the largest shareholder. Has he ever been to Ballarat gold mine?
