I just can't see how do they plan to improve margins as it all...

I just can't see how do they plan to improve margins as it all seems pretty to the bone stuff and the margin for error/delays isn't much at all.
Although they say they are targeting higher margin, cost plus work surely everyone is trying to do that making it very difficult to achieve?
Would they be better off selling Haden and focusing on the rest?
I have had a look at some of these investors and agree they must have some angle, only a takeover?
