There is a huge oversupply of iron ore, IO, that is the main ingredient of SS.
The the Chinese are going to seize the day and start using some of the cheap IO.
They are saying to them selves;
"with all this cheap IO lying around, lets make some SS, oh dear, we need more nickel.
