Buy back is a way they can increase their % ownership indirectly and legally before material news
IMO they have a 3-6 month plan here. Soak the remaining sellers, the friendlies all load up under or close to cash backing before further JV's, asset sales, acquisitions etc
Not going to complain though, most of the stock being bought is by the company or substantial holders - neither will be sellers
