Page 69, 2 days is required to give notice for transaction of shares for a substantial holder.
As the directors are substantial holders notice has been provided regarding the sale of their shares.
I'm assuming numerous parties have bought in but these parties don't hold the amount of shares to be considered a substantial holder, hence why no notice of the new holders has been given.
No laws/regulations have been broken here.
