They will not dump their shares on the market at 'any time'. They are in fact mandated to only rebalance the their holdings on 16 June at the quarter interval. What has been happening is fund redemptions from the GDX/GDXJ and that has caused the persistent sell down of the constituent stocks. US$700M has been pulled out of these two funds in the last week.
So much misinformation/misunderstanding of the ETF mechanisms.
