I'm not sure how soon Wyoming will become an agreement state and assume regulatory authority over Lance. When that happens, a license amendment would surely move through the WYDEQ's review and approval process more rapidly, but would still need to comply with newly-drafted WY regulations that must generally be consistent with federal regs. According to the NRC, Wyoming is still developing its formal request for agreement state status to submit to the federal agency. There will then be a lengthy review, analysis, agreement-drafting, and public comment period, ending with Commission review and a final decision. It is unclear if PEN will be able to advance a license amendment for acid leaching in the near term without going through the NRC. PEN has discussed the matter with "the relevant regulatory body" which is likely the WYDEQ, not the NRC. So far, there do not appear to be any publicly-available records indicating the license amendment process has begun.
