It looks like that to me as well Spec.
IMO this is only a short term low SP for this great business model.
I was part of local government decision making processes for a while and IMO any company that can offer this service for managing Council parking would have been invited in with open hands. I cant believe some of the negative comments in this forum. By the way I cant stand getting parking tickets like most people I guess, but I like money.
