Unless I am wrong... the Form 604 timeframe is set :
The person must give a copy of this notice:
(i) within 2 business days after they become aware of the information
The T20 should have alerted us that they had bought a lot... (I missed it)... another T20 should not be required to show they then sold it all back and a bit more.
So buying form 604 was delayed, but selling 604 was very quick...
hmmm... interesting... not conspiracy I think, but sloppy.
