Whatever Arbiter knows it would appear they are only willing to pay about $0.315 cents for it, because there would be A LOT more sellers of Medusa shares at $0.40 or $0.50 than there are at $0.30...
It's worth keeping in mind that when some buys 2 million shares it also means someone/s sold 2 millions shares, only time will tell who the wise man and the fool are...
