I don't think having a Chinese SOE on a rare earth company's register, particularly one with a substantial holding, is necessarily conducive to attracting a heavy hitter non-Chinese strategic investor at the pointy end of financing a project.
And in any event it's unclear to me what value ECE Nolans brings to ARU.
