So he's now at the 19.99% threshold... my understanding is that he can't go over this without 1) launching a full takeover offer or 2) using the 3% creep rule in which case he would have to wait 6 months. He needs 25% to block a scheme of arrangement so I'm not sure what the play is here, other than he thinks there is good value in the contingent note?
