My guess is an oversight by the company and somehow they've just been made aware that their last notice was in 2005.
If the numbers are right, it means they owned over 500m shares - about 36% of the company assuming there has been no major changes in shares on issue - between 2010 and 2014 without notifying a change from the original 13% notice.
